This is the first case of highly pathogenic avian influenza in poultry farms for the 2025-2026 season, earlier than the cases that have occurred mainly in October or November in recent years. September marks the beginning of the domestic arrival of winter migratory birds, a period when the risk of highly pathogenic AI increases, making it necessary to strengthen quarantine management to prevent further outbreaks. The Ministry of Agriculture, Food and Rural Affairs is implementing quarantine measures such as entry control, culling, and epidemiological investigation. The Ministry of Agriculture, Food and Rural Affairs has raised the avian influenza alert level from 'attention' to 'caution'. Additionally, the Animal Disease Control and Prevention Headquarters and the situation room will be activated in the local government where highly pathogenic AI has occurred and in nearby local governments. Detailed inspections will be conducted on all native chicken farms in Gyeonggi Province, poultry sales outlets in traditional markets nationwide, poultry housing facilities, and livestock vehicles, and disinfection and quarantine status will be intensively checked at native chicken farms where outbreaks have occurred in the past. Also, every Wednesday has been designated as a 'collective closure and disinfection day' for traditional markets nationwide, and local governments will be required to check the implementation status. From the 14th to the 27th, disinfection will be carried out nationwide every day. In particular, in Paju and adjacent areas (Yangju, Goyang, and Gimpo), additional disinfection vehicles will be deployed to intensively disinfect farm entrances and other areas. Quarantine measures will be strengthened, including restricting the entry of livestock vehicles in migratory bird areas, prohibiting the outdoor breeding of poultry, and minimizing contamination from vehicles and people moving within the farm. To detect highly pathogenic AI infections early, the testing cycle will be shortened, and testing of native chickens sent to slaughterhouses will be expanded. Deputy Minister of Agriculture, Food and Rural Affairs Kang Hyeong-seok said, "Winter migratory birds have already begun to arrive in the country, and since highly pathogenic AI has occurred for the first time in poultry farms, please be vigilant and conduct thorough quarantine management." He added, "The quarantine office and local governments should investigate the cause of the early occurrence of highly pathogenic AI in poultry farms and share it, and I hope that the same case does not recur."
