China: Tianjin held a summary and exchange meeting on the pilot project of harmless disposal of dead pigs
In order to comprehensively summarize and evaluate the national pilot project of harmless treatment of dead pigs and insurance linkage and the relevant work results of Jizhou District, and to study the next steps for Tianjin to promote it, the Tianjin Municipal Agriculture and Rural Affairs Commission, the Municipal Finance Bureau, and the Tianjin Supervision Bureau of the State Financial Supervision and Administration Bureau recently organized a summary and exchange meeting on the pilot project of harmless treatment of dead pigs and insurance linkage mechanism in Baodi District.
The meeting listened to the reports of Baodi District, Ninghe District, and Jizhou District on the pilot experience of harmless treatment of dead pigs and insurance linkage mechanism construction, the establishment and implementation of pilot supporting work mechanisms, the completion of annual goals and tasks, the use of harmless treatment information management system, and the implementation of financial funds guarantee and joint inspection. The meeting dispatched the insurance institutions' underwriting, insurance claims, investigations and compensation during the year, and inquired about the implementation of supporting work mechanisms such as "three visits", "quarterly reconciliation", and "annual report". The meeting studied the problems and difficulties in the early pilot process, and exchanged views on the next solution measures and work plan arrangements.
The meeting pointed out that the harmless treatment of dead pigs is related to the stable production and supply of live pigs, the safety of people's food and the effectiveness of prevention and control of major animal diseases. The pilot work of harmless treatment of dead pigs and insurance linkage is an important measure to improve the willingness of breeders to apply for harmless treatment of dead pigs and promote the standardized implementation of policy-based pig breeding insurance. It is also a useful exploration of establishing a long-term mechanism for the harmless treatment of dead pigs and agricultural financial insurance policies.
Baodi District and Ninghe District of Tianjin City started the pilot work of building a national mechanism for harmless treatment of dead pigs and insurance linkage in 2022. Jizhou District started related work in 2024 in accordance with the national pilot management model and requirements. The pilot work of the three districts will end at the end of December 2024. From the progress, the pilot effect of Baodi District and Ninghe District is obvious. A set of work practices with strong operability and replicability have been basically established. The supervision capacity and information management level of harmless treatment of dead pigs have been improved. The pilot of Jizhou District has also achieved initial results. The implementation of the pilot project of harmless treatment of dead pigs and insurance linkage has played a positive role in promoting the high-quality construction of the harmless treatment system of dead livestock and poultry in the city.
The meeting also conveyed the spirit of the national video conference on fishery and animal husbandry safety production and the relevant deployment requirements of the Municipal Agriculture and Rural Affairs Commission, emphasizing that the district's agricultural and rural departments must always adhere to the "two supremes", adhere to the "three managements and three musts" principle, and effectively enhance the sense of responsibility and mission, keep a close eye on the safety production work at the end of the year and the beginning of the year, and strengthen the supervision and guidance of animal husbandry and veterinary production enterprises such as the harmless disposal sites for dead livestock and poultry.
