Fresh Vietnamese pineapples meeting the relevant requirements are allowed to be imported into China starting from June 1, 2026.
Notice No. 251 is issued in accordance with the current laws and regulations of China and the "Agreement on Plant Quarantine Requirements for Fresh Pineapple Exports from the Socialist Republic of Vietnam to the People's Republic of China between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Rural Development of the Socialist Republic of Vietnam." To ensure smooth customs clearance, pineapple orchards and packaging factories exporting to China must be reviewed by the Vietnamese side and approved for registration by the Chinese side. The Vietnamese side shall provide the Chinese side with a registration list, which, after review and approval by the Chinese side, shall be published on the website of the General Administration of Customs of China and updated regularly. Regarding orchard management, pineapple orchards exporting to China should establish a complete quality management system and traceability system under the supervision of the Vietnamese side. They should implement Good Agricultural Practices (GAP), maintain orchard sanitary conditions, such as ensuring no sources of pollution affecting fruit production around, timely cleaning fallen and rotten fruits, and implementing integrated pest management (IPM). The Vietnamese side is responsible for formulating a management plan for quarantine pests of concern to China in accordance with the requirements of the International Plant Protection Convention (ISPM) No. 6, and organizing year-round orchard monitoring. In addition to visual inspection, multiple physical or chemical methods should be used to monitor pests. For the three-striped fruit fly, fruit fly pheromone traps must be hung in the orchard, and yellow sticky traps should be used for physical monitoring. For the yellow-winged silkworm moth, insect traps or yellow sticky traps must be used for physical monitoring. For pests such as scale insects, orchard monitoring must be conducted from the flowering period to the harvesting period, at least once every 15 days, checking for the presence of scale insects on fruits, stems, and leaves. The Vietnamese side should retain records of orchard pest monitoring and control and provide them to the Chinese side when necessary. Packaging factories for exporting pineapples to China must be clean and hygienic, with hardened floors and raw material areas and finished product warehouses. During the packaging process of exporting pineapples to China, manual selection, grading, and cleaning processes must be carried out to remove diseased fruits, insect-damaged fruits, rotten fruits, deformed fruits, branches, leaves, or other plant residues and soil, and effective measures such as high-pressure air guns or water guns should be used to clean the fruit surface, and soft, clean cotton cloths can be used to manually wipe the pineapple surface to effectively remove insects, insect eggs, and pathogenic spores attached to the fruit surface. Packaging materials should be clean, hygienic, and unused, conforming to Chinese plant quarantine and hygiene requirements. If wooden packaging is used, it must meet the requirements of the International Plant Protection Convention (ISPM) No. 15. Before export, the Vietnamese side or its authorized agency should conduct a sample inspection of each batch of pineapples exported to China at a rate of 2% of each batch. If no plant quarantine issues occur within a year, the sampling rate is reduced to 1%. Upon arrival at the Chinese entry port, the Chinese customs will inspect the relevant documents and labels. If quarantine pests of concern to China or other quarantine pests newly occurring in Vietnam, or soil, plant residues, etc., are found, the batch of goods will be returned, destroyed, or treated.
